Internet Web Site Hosting Providers.

As far as I can tell, ONLY Google Cloud allows /ongoing/ free development use. E.g. all the others offer X hours free, then you pay for any activity from then on. Google allows 28 free instance hours per day and 9 free instance hours per day... forever... e.g.

"Instance usage is billed by instance uptime, at a given hourly rate. There are separate free daily quotas for frontend and backend instances. Note that when you use the Modules API, the module's instance class determines which quota applies.s
Resource or API Call Free Quota:
Frontend Instances 28 free instance-hours per day
Backend Instances 9 free instance-hours per day"
