https://www.edq.com/demos/ I am reaching out to you to inquire about your site.+
I noticed you have links to several different sites that provide people/address search tools.
A resource I've used before for similar online research is EDQ.com. Their site has tools for address, email and phone verification and loookup.
The site could be a great addition to your page and assist your readers that are looking to do these types of searches. Would you be interested in adding their link to your list?
Thanks for your time

The new Zip+4 lookup page at http://www.usps.com/zip4/welcome.htm contains a note saying "For integrating ZIP Code Lookup capabilities into your web site or application system, please visit our Web Tools (APIs) or find additional addressing products at Address Information System Products (AIS)."However, as far as I can see, there is no zip code lookup or address verificatoin tools in the in Web Tools and the AIS products are databases that are updated by subscription and have a starting cost around $1000.00. Just scrape the page.
