Why isn't Picstart supported?

Yes it is a 17C44.

That someday is now. The firmware for a PICStart+ purchased 5 years ago
is not compatible with the latest MPLAB. Fortunately for me, I had an
installation of MPLAB that was several years old and was able to upgrade
my PICStart+ firmware.
