The usual reason you need external BOR is where you can't afford the
somewhat high draw of the internal ones, i.e. pretty much any battery
application. I don't know if tbe 18C's are any better than the
ridiculously power-hungry 16Cx brownouts.

ISP problems can be fixed with a series resistor.
