Very basic hookup help needed UPDATE

If you do have an LED right on the power input, and
it does have a series resistor inline, and it is turning
on and off every second or so, then the power is bad, or
the PIC is dragging the Vdd bus down when it boots.
1 - Pull the PIC and check the power/LED.
2 - If ok, check all lines tied to the PIC for shorts and
otherwise correct hookup - xtals/MCLR/Vdd/Vss pins.
3 - If ok, rewrite your s.w.
