You should get a NACK if no slave is connected to the bus at all because the
passive pullups will pull the data line high.  Something is seriously wrong
if this is not what you're getting.  It's probably not wired right if you
are using the built in MSSP module, or you've got a bug if it's a manually
programmed interface.
