"The Radio Communications Agency" which is part of the
Department of Trade and Industry ( DTI )
I don't have a contact number or address, but a search on the web
should bring it up.
AFIK we have mobile phones in this area of the spectrum, Its
probably best to establish what might be on your frequency and if
clear then just do it.
Getting permission (which is very unlikley to be given), or even
asking how to ask permission, will alert the powers that be to look
for any infringment of that part of the spectrum.
