I would use Radar.

Depends on the culture.  Some driving communities use a half second
response gap, some use three or four.  Lots of range in the middle.

For a half second at city traffic density, most likely ultrasound would
work, but a vehicle following speed control unit would be most used on
longer distance travel and often outside cities, hence the speed is
higher and the distance is much greater.
