Remeber that a programmer for a 16c84 can also program a 16f84.

Hands down, the LudiPipo programmer is the easiest. Just a few resistors, a
diode, and a zener diode. Actually, you can use any 5V supply and skip the
zener. Plenty of software too.

Go to: http://www.geocities.com/SiliconValley/Way/5807/

And find LudiPipo on that page. Not production, but great for fooling
around. The first one I built was just twisted together on a white
solderless breadboard. I have a more permanent version now.
