I have a pic16c54jw that i bought and when i went to program it wasn't
blank. I stuck it in the UV eraser and i still get errors device not
blank, any suggestions on what to do.

Tom,
This is the way my JW devices act when they go out; I can't make them work
with any amount of UV exposure. I don't know of any way to revive them;
someone once said to put them in a oven at a certain temp for a certain
period of time, but after this even if they did work I wouldn't use them for
development.
Your message reads like the part was brand new. Was this the case? If so,
just send if back, as they should come new blank.

As I remember,...Watch your configuration bits, if you are using MPLAB
and the default of an erased chip is different then what you have your
system set up for, you will get an incorrect read.
