GIF, or preferably PNG is probably the best compressed image format
for schematics and PCB layouts. Both do a good job of compressing two
tone images such as these. RLE is another good choice for images with
only B&W.
Alternately, as Alex points out, a BMP of TIFF of a two tone image
will compress very well with ZIP or something like it (but of course
it must then be unzipped to view it).
