I have an EMP-10 and an EMP-20, I like both. The only thing you want to
be careful of is to not lose the little SIMM cards (for setting up to
program different chips) that come with these; the 3 regular ones are
available for nominal ($10 each or so) if you misplace them. Good
support, I'm pretty happy with mine, just wish the other adapters (Like
the PIC programming SIMM cards) weren't $25 or so each for the EMP-20,
and that there was a little niche to store the cards in (I need to make
a box for mine, I think.) Nice to be able to take one to work & use the
other at home, is why I got the EMP-10 <G>
Their PB-10 is pretty nice, as well, if it'll do what you need,
$140ish. http://www.needhams.com/pb10devs.asp would tell you if it does
what you need (27C and 28C series ROMs, mostly, so probably not.)
In the interim, if you need a few of something done, ask & I can
probably do it if it takes a #1, 2 or 3 SIMM card on the EMP-10 or
EMP-20.

Can't say off hand.
Just having a brief look around, and it seems to be a grey area as far
as programming info is concerned.
