Seriously, the government has already spent considerable time creating a
set of software standards.  I'm surprised that, working for the Navy,
you don't already know this.

Get a copy of MIL-STD-1521, which covers software design and
documentation.  I hear that it's lately been replaced by a newer DoD
spec, but I don't know the new number.  In any case, "1521" should be
available from all the usual sources for military, ANSI, or ISO
standards.

Code written to 1521 is guaranteed to withstand review by the
government.
