I am having the following trouble :

I programmed the PIC16C74 with a VERY
simple test program on a VERY simple
testboard. I use a 2Mhz crystal in XT
mode (C values according to the data
sheet values, 22pF).
The trouble is that when I turn on the
power and hold the reset low, I see a
nice sine wave at the CLKOUT pin. When
I release the reset button however, it
seems to disappear.

What could be wrong ?

(By the way, how sensitive is the PIC
to electrostatic disharge...)

Depending on the frequency of your 'sine wave', you might not have the
part grounded. When you press reset, you do! (This is for 60 hz/50hz sine
waves on osc pin). Maybe this could be true for the crystal too, as the
PIC might be able to oscillate with it being only grounded thru the reset
pin.

                                               Sincerely,
                                               Dennis Kegley

Have you put a scope or DMM on the signal to reset to make sure it is
the correct polarity?  Sometimes switches are normally closed rather
than N.O.
