Can I upgrade my Win95 OSR 2.0 to OSR 2.1?
I checked the Microsoft web page and, while a little confusing, I get the
idea that I cannot. Am I correct in assuming I cannot upgrade?
I have a piece of hardware I would like to install that requires OSR 2.1.

OSR stands for 'OEM system release'
For some reason, known only to M$, they choose to make upgrades OSR 1.0, 2.0
and 2.1 to Win95 available only as full system installs on new machines.
Some of the technology of those releases is (was?) available separately as
download from M$.com, often as parts of various flavors of Internet
Explorer.

If it's USB you want, forget it - you need win98. The version of win95
that proports to support USB is not worth wasting time on.

Let me guess, it's a USB device? Although I have tried it, USB with any
windows before Win98 is either not possible or VERY difficult to get
working. You can get it working with OSR2.1 but very few people were happy
with the result. I recommend you upgrade to Win98, it's support of USB is
actually good and relatively easy (well, as easy as any Mickeysoft OS makes
things). TTYL

Unless you use USB I would have to disagree with this. I still run
OSR2.0 as my main OS. I have had NO reason to "upgrade" to the latest
version of windows. With stuff available on the web I have almost all the
features those newer OS's have, with ALOT less bloat. Aside from that my
system runs faster than it does with win98 or ME. TTYL

I have been able to use Win95 Sr2 *WITH* USB with no problem. Just get the
USBSUPP.EXE from microsoft, and it adds USB support. The only problems I
encounter are lack of hardware drivers from the computer manufacturer
(Compaq). Otherwise USB *DOES* work in windows 95 (but it works better in
98 and above)

This all depends on the device. I have an Epson USB printer that WILL NOT
work with any version of 95. Epson even recommends doing a fresh install of
98 rather than an upgrade install.

Exactly - USB itself may work but many of the drivers that come with
USB devices do not support W95
