Yep, that´s my believe.
We are focusing the fail hunt on the TCT (Capacitive transf) that bring
the signal references from the generator line to the potential
transformers that offer the signal for the syncronizer and other
measurement instruments. Let´s see what we find!

Seen that before. One section or one capacitor shorted will show a high
apparent voltage and maybe low on another phase? Hence the high vars. By now
you've fixed your problem.
