Take a part with the same psyhical footprint and
spend a few minutes to change it.  That's how I
went from a 16C65 to a 16F877

There is a library available of microchip parts including the 16C84 in
various packages.

John.....

Just define it as a "user defined" part, and select DIP18 package, using
the MACRO feature of MPLAB. The macro feature allows you to name the pins
to match with the names used by MCHP. You can then use that DIP in a
schematic and in pc layout with TRAX.

PS: I used circuitmaker and traxmaker.......there is a tutorial section in
the manual that spells out step for step how to define a new DIP
