   I am unable to program a 16C84 with my picstart programmer.  The symptom
is that the configuration bits seem to be set wrong.  Putting in a new,
never used before chip, setting the device type to 16c84 and doing a read
returns a configuration of Osc - LP, WDT - Off, PuT - Off, and CP - on,
zeros in all memory locations, an ID of zero, and a checksum of FC00.  I
didn't turn on the code protect - honest.  I didn't even program this chip.
Trying to program the configuration bits only with XT, WDT off, PuT on, CP
off, returns LP, Off, Off, and On as before.  I'm using the cable supplied
with the programmer, about 6' in length, and a 100 MHz 486.  Switching off
Turbo doesn't make any difference (but I don't know if it really changes the
speed either).

  I still need HELP.
