Watchdog or ISR clearing it?
Once set, they stay that way forever, unless something (powerup init
after WDT?) writes to them.

Hi,
possible causes:

- have you set the appropriate TRIS register?
- have you the WDT disabled? (If not then insert a CLRWDT into the loop)
