The standard interface for smartcards is ISO7816 and a couple of others.

The physical interface is pretty much the same as the ones used by the
satellite hackers.  ie; card readers/writers.  You have to make your own PC
software to communicate with these, assuming you buy a standard card (one
with just EEPROM or one with uC and EEPROM).

I know MicroChip makes chips for these types of cards but not sure if they
sell them in the plastic card ready to go.

Microchip have some specifics card KEELOQ¨ Security ICs but have an programed pic with some functions.
But if you want to develop your own product under ISO 7816 check this distribuidor http://www.crownhill.co.uk/ or the manufacturer http://www.micromodular.com/ in USA.

Try doing a search on eBay auction site for "smart cards".  I came across a
book called "Smart card development kit"  This book is normally $80.  I got
it off eBay new for 30.  They have gone for less.

I am currently trying to learn smart card programming.
