This will teach me not to read the data sheets properly too,

The Q and Qbar outputs from the JK FF will need to be connected to
another 2 AND gates. The other two inputs are tied together and also
connected to the clock source. The AND gate outputs are then
connected to the Up and Down inputs on the 193.

 Not the version I read!  I respectfully submit that the recurrent
references to a J-K flip-flop are at best misguided, and at worst
nonsensical.  The type required for this application is in fact an R-S
flip-flop, consisting of two NAND or NOR gates.

 The circuit is colloquially referred to as a "Kitt Scanner" for
reasons which *should* be self-evident, and has (hint!) been published
in various incarnations (not all worthy of looking at!) in quite a
number of hobby magazines over the years.

 Call it "research".
