The normal PC serial port obtains its clock from a f0 = 1.8432 MHz primary
clock. This is divided by 16 then by the value set with the dividers in
the serial chip (clone). So, you are looking for a divider D such that:
D = 1/(1.8432e6 * 16 * Tbit)
Then, decompose D in its components such that D1 * 256 + D0 = D, and
program these two (D0 and D1) into the serial chip (clone)'s divider
