'Multi-backplane LCD Driver'

I'm trying to write an LCD driver which has 4 backplanes and 6 signal lines
to produce 24 segments. I know most multi-backplane LCDs use hardware
drivers, but my application is VERY cost sensitive. I'm planning on using a
PIC16C58. Any help would be greatly appreciated.

Is the 4x6 arrangement mandatory? If you can change it to 3x8, you
could use 11 port pins to do the driving [or 6 port pins and a '595,
or 3 and two '595's with five '595 outputs left over, etc.] The tim-
ing required is a bit "interesting" but not infeasible.
