Where to send a defective Promate or Picstart or Picmaster? Did you have
to go through such a case before?

Norayr,
I have done this before . you just need to call tech support
800-437-2767 and choose 4
talk to any of microchip engineer they will ask you the
problem if it make sense then they will send you an other one.
what is wrong ?
