Just a few hints:
Does your target hardware work?
-> 5V available
-> reset (mclr) pin tied to + via a R
-> xtal connected, 2 caps
Now download a simple hex file (blink-a-led) from somewhere on the web and
get that working.
Is the configuration specified correctly (either in the asm source or in
the programmer software)?
-> correct setting for your xtal (XT will generally work)
-> WATCHDOG DISABLED!!!!!!
-> power-up timer enabled, but this is not very important
Is your program really correct?
-> did you make the output pins output (tris instruction)?
