Mike:

Look at the message you received.  Notice that it says:

   From: KILLspamSusan.SimonsonKILLspamspamMicrochip.COM (Administrator)

What you received was a message from Ms. Simonson's mail-server
informing you that your message couldn't be delivered TO HER.

The delivery problems with Ms. Simonson's account have no effect on
the rest of us; your message was properly distributed to the
majority of the PICLIST membership.
