Er,
Correct me if I am being stupid....
Wouldn't two reversed Zeners in parallel behave just like two reversed
normal diodes in parallel. The Zener voltage only applies when the Zener is
reverse biased. The one that is forward biased will conduct at normal diode
voltage.

Whoops - I read right through that description and didn't notice what he had
said - yes, the reversed zeners would need to be in series - and still
wouldn't work in this circuit.
