Where did you find this ?
With best 14.4k connection have a transfer speed
approximaly 100k/min, if you use compressed (arj,zip) data,
(CPS=~1600), and may be increased with non compressed (text,
picture, etc.) data if you  are using MNP5 or V42bis protocol.

Experience.

Yeah, and I can download a sustained 10M-Bit/Sec over my ethernet
connection, after all, that's its rating, right?

First you have your PPP overhead, then you have your POP overhead.
If you machine is talking IPX you have IPX SAP's coming down your
line.  In addition there are IP broadcast packets.

Theory is nice, but it usually doesn't fit the real world.
