I think it MAY mean that Cheng acquires "chip on board" IC's and that Bang
arranges encapsulation to meet customers' needs.
But, as Carl Sagan was wont to say (even though he didn't mean it)(but I
certainly do) "I may be wrong".

I think some punctuation is missing - I THINK Bang and Cheng are people or
units within the organisation. I THINK that the naked flat belonged to the
previous clause in the sentence and I THINK that they refer to chip on board
ICs and I THINK that there is meant to be a comma between flat and Bang.
And I THINK that .... but like Carl I'm probably wrong :-)

So, in the unlikely event that I'm correct, if you think that that sounds
like the Kama Sutra then you'd probably greatly enjoy the Philips "IC
Packages" databook :-)
