I needed to decide which platform to go with for a handhelp application,
Palm or Pocket PC.

I downloaded the PalmOS Developers Suite from Palm. It installed
flawlessly and works great.

The Microsoft Embedded Visual Tools 3.0 however, does not install on my
computer.
Before I give up on the MS visual tools, if anyone can suggest why I
can't install it, please help.

I get many error messages like this:

Setup tried to create a path 'C:\Windows CE Toolset\Htmlhelp\' and
'WCE\HTMLHELP\EVC\WCEATL.CHM'

After all that I get "cesdkhlp.dll was unable to register itself in the
registry" "Install failed".

FWIW, Microsoft Visual Studio .NET is a MUCH better development for the PocketPC platform than MS Embedded Visual Tools.

I have done some C# programming for the PocketPC and with VS .NET it is beyond easy.  Installation of the environment on both my 2000 and XP systems was easy and trouble-free.

I'm fairly sure there is a time-limited (60-day?) eval available.  You'd want MS Visual Studio .NET 2002 or 2003.

Can't speak for the Palm at all.  MS sent us (FREE!) Viewsonic V37 400MHz PocketPCs to encourage us to write PocketPC software.  I have yet to receive even a brochure from Palm...

I am installing on Win98SE. MS says it will work on 98SE, except for the
emulators.

It checks diskspace and there is enough.

I have not tried it on the Win98 but possibly your problems can be
related to that platform. Can it be service packs for the 98 environment
that may be needed?

Could be Ake, although I just did an update but most components seemed to be
Outlook security issues. To be fair, I went ahaead and ordered the CD.

Yes, me too. I don't really want to exclude the Pocket PC. I never realized
how affordable they can be on Ebay, used. You can find a decent older Pocket
PC w/ about 32 meg, CF slot and maybe a bit more for well under $100.00.
There are some very reputable Ebay dealers selling some PPCs with warranty
too.

If they won't run the latest WinCE, you might be stuck with a version
for which free/cheap development tools are unavailable or non-existant.

My first exposure to palmtops was a Mips-based WinCE 1.0 thing that I
*WON* at a trade show.  I quickly discovered that my development
options were slim (and expensive), and that I could (barely) upgrade to
wince 2
for a significant pricetag.  So it sat on a shelf, and eventually I
bought a Palm.  (I haven't actually DONE any development for it, mind
you, aside from the MIDI hardware interface, but at least the
possibility is there ... :-)
