  Yes you can program the SX48 in SX/B and using the SX-Key.  Probably the easiest way is to get the SX48 Proto Board since the SX48 is a surface mount part.  For $9.95 it has the regulator, proto board area, access to all I/O, etc.  As for the difference in the parts you asked about, the -G part is a lead-free version of the SX chip.  That is the only difference.  Take care.
