The absolute value of this pull-up resitor is not that important - it is only important that /MCLR gets pulled up to Vdd with no resistor going to ground - otherwise it would not operate correctly. Maybe, my "favorite" is 4.7 kOhm as I worked a lot with TTL components in earlier days :-) . With CMOS, higher values, like 10 kOhm are fine.
