Don't be so sure that someone bribed the FCC to exempt them at 1.705 MHz.
There is also a 13.56 MHz frequency where the emission limits are 1000
times higher than anywhere else.  This frequency is used by many
high-power devices like plasma deposition chambers, RF fluorescent
lights, security systems, RFID tags, etc.

This frequency is very useful to a lot of people.  Keep in mind though,
that it is really only one frequency  - the band is 13.56 +- 0.07 MHz.
Anything outside this band (which includes all harmonics) is subject to
the same limits as for anything else at whatever the frequency is.

this frequency sounds like it is 4 times the TV set colour subcarrier frequency.
It may be that some TV sets use a crystal at this frequency to get the
quadrature signals needed to demodulate the colour.

       For 4* subcarrier, I get  14.316 MHz. The FCC section on   13.553-13.567
MHz is 15.225, available at

Actually, some of us old PC hacks will remember that it's 14.31818, the
original IBM PC osc frequency.  This was divided y 3 for the CPU clock,
and by 4 for the color burst signal from the CGA card.  For a while, the
challenge was to speed up the CPU clock while leaving the original clock
alone so the color graphics would work.  We had to get pretty inventive.
