Ten points for the most confusing question in weeks. *which* clock:
xtal, or PCLK? xtal: none is needed, but if yoy want you can apply any
clock that is within the normal specs. PCLK: check the programming
specifications.

Mustapha,

  Try to get a book on PIC programming like from
Myke. The amount of info for beginners are simple too
much to handle. You need proper guidance and a good
book would be a good place to start.
