A few months ago I attended a seminar that provided me a Explorer 16
Development board, thinking that it'll give me a good starting point.
I joined the PICList shortly after that and have been lurking since
then, Well, I'm finally able to start learning what I'm doing, and I
found out that it is not possible to program it without the ICD 2.  Is
this correct, or am I missing something?

you are missing something, the explorer 16 comes with a bootloader on the
4550 this can be used to set up the 4550 to operate as a pickit2. look in
appendix B of the manual for details.

I am not so sure if it is working yet. I remember mine did not work for me back
in June this year. They were still working on the firmware. At that time I
came to a conclusion that we needed an ICD2.

Actually even ICD2 was too slow to debug the Explorer 16 board with the
dsPIC33 example program I tested. I am thinking that the upcoming
REALICE might be really necessary.

Now I have access to JTAG for TI MSP430s and TMS470s and they are
so much easier.

I do have the Explorer 16 and the ICD2. Yes you need
the ICD2 to program the PIC24 and dsPic. The doc.
states that you can use the bootloader to program the
MCU..... Unfortunately THAT part is not
working*Argh..*. You can use an ICD2 to program the
PIC18 for USB functionality.... But still NO clear
sight in getting it to work.... Last time I checked
the boot loader does not program the PIC24 and dsPic.
