I just got the EasyProg kit and assembled it.  Lo and behold, it isn't
working.  The LED doesn't come on and pic_prog can't find it.

I'm sure I did something wrong, but I have no idea what.  Can anyone
offer some suggestions on what I might do to fix it?

The first thing to do is to unplug the controller PIC and check the power
supply.  With the wall wart in the US, the unregulated supply should be
around 25V.  That is available at the bottom (striped, cathode) ends of D4
and D5.  If that's OK, pin 14 of the controller PIC socket should be 5V.
Then check pin 6 of IC3.  That's the output of the negative charge pump of
the RS-232 converter.  It should be around -8V.

Most likely there is a problem with the power supply, but if everything
above checks out, put the controller PIC back in the socket.  Check the
oscillator.  There should be 20MHz on pin 15 of the controller PIC.  Make
sure you do this with a high impedence scope probe, like a typical 10x.
Most 1x probes will load the line too much and the oscillator will stop due
to the scope probe.

If all that is working come back and ask again.  Most likely you'll already
have found something wrong by now.
