I don't know if it is the cheapest, but I'm looking at the 16F870/871.  I
need FLASH and a UART so these fill the bill.

Digi-Key is listing the F870 at $2.74 (qty 100).

I don't know for sure, but the 16C63A looks like a good candidate.

   I think the PIC16F627 would be the cheaper one with Flash and UART.

I came to this conclusion for an application a while ago, although of
course there are also some applications where a slave 12C508 or16C505
would be cheaper.
