The '84 doesn't have the onboard support circuits required for ICD
operation. You can develop for the '84 using an '877 and an ICD or
bootloader and then port the code without too much trouble. Otherwise, you
get to pay $$$ for an emulator or learn how to debug with led's on the port
pins... see:
