I had a strange thing happen yesterday. I couldn't get portb,3 to go
high on a 16f872. I tried 2 of them in case one was damaged but got the
same problem with both. I stuck a 16f873 in and it worked fine. Is there
a difference I don't know about. Could I have received a bad lot from
DigiKey?

RB3 can be configured for low voltage programming. Check your fuse
setting and connect RB3 as appropriate, ie pull it low if LVP is
enabled.
