I do not have a 17CXXX but had the same type of problems with my 16F877 until I found that PORTE was setup by default as ANALOG and you have to set it up first as digital before using it!!

Is this true on a 17CXXX? I thought port F was Analogue. I have set that as
digital I/O. I have no problems writing to that port.

Whenever you see something like this, check what peripherals might use that
pin. RE3 is also a capture input. I haven't checked in this case, but
sometimes peripherals will override the direction setting when enabled.
