Well, it says "Reset all registers and flags that
are affected by a MCLR Reset".
Note that the PCH/PCL are all set to zero on a
MCLR reset...

See also the "SIMPLIFIED BLOCK DIAGRAM OF ON-CHIP RESET CIRCUIT"
on page 24 of DS39564B. Note "RESET Instruction" in the picture.
RESET does *exactly* the same thing as an external MCLR reset
or a "VDD Rise Detect" reset, as far as I can see...

Not really. You can try to duplicate the startup state of anything you
care about, though.
