It looks like you can finally buy dsPICs from the mchip web site. The only one listed as having a price is the dsPIC30F2010, a 28-pin chip with 512 bytes RAM, 4K instructions (12KiB instruction flash), 1024 bytes of data flash, and a pretty good set of peripherals. Notice that they have an -ES (engineering sample) designation still. Also of interest is that they're only available PB-Free (related to recent lead free solder disscussions in [OT:]).
