So I'm trying to finish my Wisp628. I have the 628A chip, and my old
programmer, which can faithfully program 628s until the cows come home,
can't seem to program the 628A. (sigh... which is why I'm building the
Wisp)
Is there any chance that anyone on this list who lives in the Portland
OR Metro area would be willing to let me use their programmer long
enough to flash the Wisp firmware into my 628A?

IIRC you have a 16F628-04. Program that chip, don't look at the -04 and
connect it to a 20 MHz crystal. It will most probably work, especially
at 20C and 5.0 Volt. Now the very first thing you do is program the
16F628A with the Wisp628 firmware and put it in place of the 16F628, and
you live (program) happily ever after.
