'[PIC:] Antistatic foam & box'

As you know, Microchip uses a black box with conductive foam to package
samples ordered. Recently, I happened to discover that the box they now use
is also conductive. Its resistance is somewhat similar to that of the foam.
When you keep the probes one inch apart, the resistance shown is around 15K
to 20K.
Is the box made of conductive plastic or is it some coating on the surface?
Am I right in guessing that it is an additional safety measure for the
sensitive PICs of 18F series?
Regards,
Bala
