I empathise.  Ultrasonic does work, especially an irritating pulse tone.
There used to be (still is ?) a device that postal workers carried for
deterring marauding dogs. Some also carried irritant sprays. The
SPCA is not too keen on U-S as dog's ears can be damaged at
short range. But frayed human nerves aren't much fun either. The
desirable long-term solution is behavioural modification. If you're on
friendly terms with your neighbour, tell them of the problem and ask if
they'll co-operate. Failing that, move to Hong Kong -- you won't be
able to hear the dog over the noise of people shouting on cell phones.

Sonic sounds won't work.
The only thing you will accomplish is to anoy the dog(s).
Or even hurt them at some freqs, which will keep you awake even more.
Maybe the only sonic ( and sane) approach is to talk to your neighbour.
Remember: the behaviour of the dog(s) is primeraly determined by the alpha
dog (this should your neighbour).
You can't and shouldn't blame the animal, it hasn't chosen to be in your in
your neighbourhood!!!!
