The offender could even be sent off under the right circumstances.  This is
if the handling was considered a "denial of obvious goal scoring
opportunity" by the referee.  A example of this is if a defender that is not
the goalkeeper is standing near the goal, sees the ball might go into the
net, and deliberately whacks it with his hand to deflect it.  He would be
sent off and the game would restart with a penalty kick by the other team.

He would be sent off or he would not be sent off - that depends on
whether the hand were or were not Hand of God. Golden rule, you know
:-)
