I looked for an exact replacement for the TL3103 on allegromicros website
they dont have an exact one but check them out they do have linear hall
effect devices maybe they got what you need and they have samples that get
to you within a couple days.

Allegro MicroSystems Inc, Worchester, MA, USA

Definitely makes both linear and switch Hall devices. The most
recent catalog I have from 1993, though, so no Web refs. They might
be on the web by now.
You might also try the one that DigiKey lists, from Micronas HAL400S-C
(its surface mount, though) DigiKey number is HAL400S-CCT-ND.
