Last week I placed an ad for a graphics designer (again), I've gone through
literally thousands of mediocre design samples and stupid resumes... the
problem seems to be that our standards are filtering out 99.5% of the
candidates, and the 0.5% who are actually offered the job turn it down
because they're afraid they'd get bored in a non-ad agency environment (far
from the truth, but I can understand the logic).

Although sifting through resumes is a rather boring activity, occasionally I
do get to ROFL. Here's an excerpt from the latest e-mail (from a wannabe
designer in Texas):

"[...] I understand you are located in Maine, and I would love
to take an opportunity to relocate out to that area; I will take full
responsibility.

Please give me a chance to put my foot into the door. [...]"

P.S. There was no portfolio, even though the ad clearly said "no work
samples, no reply".
P.P.S. Our company is located in Arizona.

Well...always could just hire a consultant?  Are you looking for a ID person or web graphics person?

Alan, I pasted a link to the job description (tinyurl above).

Basically, we need someone who knows what "graphic design" is about,
proficient in Photoshop/Illustrator (or Corel alternatives), and anal about
the small details. Someone who can read my mind when I can't explain what I
want, and translate it into a piece of beautiful art.
