Greetings,
   Does anyone know what kind of a vibrator mechanism is used in pagers
and cellphones for their "silent ringers"? Sources or suggestions for
making one from scratch would be appreciated.

There are many other sources.

essentially it is a small 1.3 volt motor with a weight on the shaft that is
"off-balance", this causes the low frequency vibration

You could make one up quickly with any motor and weight.

 But much easier to buy a pager motor complete with the weight.

 There is another big market for them outside the pager field too.

A number of companies are manufacturing vibrators for cell phones and pagers.
There are two main types:
- cylindrical with the weight at the end of the shaft,
- coin or pancake type with an "off center" rotor.
Some companies:
- CI Kasei (Japan),
- Tokyo Parts (Japan),
- Shicoh (Japan),
- Ja Hwa (Korea),
- Samsung Electromecanics (Korea).
