Why is the 'To' address block modified by some posters?

We ought to enforce a ban on this also, this is as annoying to me
as leaving out the semicolon.  Atleast...

You should use a regular expression like /^To: .*<piclist@mit\.edu>$/ to
match that header. The 'name' of the piclist is whatever the user set as
nickname for that list.

Better make that rule /^To:[ \t]*\[[ \t]*OT/ imho.
